REQUIRED: Active TS/SCI with Full Scope Polygraph LOCATION: Full-time, onsite in Chantilly, VA We have an immediate need for a mission‑driven Applications Developer (SME level) to support end‑to‑end O&M activities, from issue tracking and troubleshooting to testing, performance validation, and feature deployment. The ideal candidate brings strong experience with ServiceNow, Cognos, SPSS, Oracle SQL/TM1, and modern UI frameworks, along with a disciplined approach to DevSecOps, accessibility standards, and cloud‑native infrastructure management. This role requires a developer who can navigate complex HR‑related datasets, maintain secure and accredited applications, and deliver polished, user‑focused solutions. You must have the following required skills, certifications and demonstrated experience in and/or with: - All phases of the Operation and Maintenance (O&M) Software Lifecycle model, tracking issues and managing trouble tickets, testing software, writing test cases, and performance testing. - Using ServiceNow - Using COGNOS and IBM SPSS Statistics, understanding SPSS syntax, and experience converting it into Cognos reports. - Using Oracle SQL and TM1. - JavaScript/JQuery/AJAX, HTML/CSS, Angular, or similar frameworks used to develop and implement User Interface and application components within the platform. - Utilizing Update Sets in conjunction with the lifecycle management and promotion of features and bug fixes throughout the environment stack. - Using ServicePortal for UI Development of web interfaces. - Developing and maintaining applications to meet required Accessibility standards (Section 508 and more robust WCAG and organizational standards). - Working with HR-related and customer-specific datasets including limitations of those datasets and system/data flow dynamics. - Unit Testing, System/Integration Testing, and User Acceptance testing concepts and activities in the customer environment. - Using customer-approved DevSecOps tools and concepts to support the Security-focused design of highly usable and dynamic applications. - .NET MVC web application design and development. - Custom Ruby-on-Rails web application design and development. - Linux and Windows Cloud Server management. - Managing Cloud infrastructure through cloud-native scripting languages and must-use enterprise tools and frameworks. - Using the ICD-503 process for accrediting applications and systems within the sponsor network, including submission of evidence, and leading remediation efforts to address any risks or identified issues. - Certifications: ServiceNow ### Highly Desired Qualifications Other skills and demonstrated experiences that are highly desired but not mandatory to perform the work, include: - Working with HR systems and tools - Working with large datasets - Survey administration and response analysis - Tableau, Power BI, or other data analytics tools - Project Management principles and Agile Development principles to assist with the planning, development, testing, and execution of a project and project activities - RMF Framework along with Agile principles to ensure the effective mitigation of risk while operating in a dynamic Agile environment. ### What We Offer You - Highly Competitive Salary: Recognizing and rewarding your expertise and contributions. - Generous Paid Time Off: Providing ample time for rest, relaxation, and personal pursuits. - Dedicated Training Budget: Supporting continuous learning and professional development. - 100% Employer-Covered Family Vision, Dental, and Health Insurance: Ensuring comprehensive health coverage for you and your family. - 100% Employer-Covered Life and Disability Insurance: Offering financial security and peace of mind. - 401(k) Plan with a 6% Employer Match: Helping you plan and save for a secure retirement, with 100% vesting from day one. - 11 Paid Government Holidays: Observing national holidays to ensure time off with family and friends. - Spot Bonuses for Exceptional Performance: Rewarding outstanding contributions and achievements. Key Responsibilities

  • Manage all phases of the Operation and Maintenance Software Lifecycle model, including issue tracking, testing, and performance validation.
  • Develop and maintain applications using ServiceNow, Cognos, SPSS, Oracle SQL/TM1, and modern UI frameworks.
  • Implement user interfaces and application components using JavaScript, jQuery, AJAX, HTML, CSS, Angular, or similar frameworks.
  • Utilize Update Sets for lifecycle management and promotion of features and bug fixes.
  • Develop web interfaces using ServicePortal and ensure compliance with Section 508, WCAG, and organizational accessibility standards.
  • Work with HR-related and customer-specific datasets, managing system and data flow dynamics.
  • Perform unit testing, system integration testing, and user acceptance testing in customer environments.
  • Support security-focused design using customer-approved DevSecOps tools and concepts.
  • Design and develop .NET MVC and Ruby-on-Rails web applications.
  • Manage Linux and Windows cloud servers and cloud infrastructure using cloud-native scripting languages.
  • Manage cloud infrastructure through cloud-native scripting languages and enterprise tools.
  • Accredit applications and systems using the ICD-503 process, including evidence submission and remediation efforts.
