Job Description

​ JOB OPPORTUNITY ANNOUNCEMENT Position Title: Data Engineer and Program Analyst Division: Operations Classification: Exempt Location: Chicago or Springfield, Illinois Salary: $80,000-$95,000 Position Summary: The Data Engineer and Program Analyst provides critical data analysis and program support for the Illinois State Treasurer’s Office (ISTO). This position will play a key role in informing evidence-based decisions across multiple program areas, analyzing program effectiveness, supporting program operations and developing reports that aid in the optimization of ISTO initiatives. This position works closely with internal teams to collect, ingest, analyze, and interpret complex datasets, supporting program administration and providing insights that drive operational efficiency. Attendance is an essential function of this position. Duties and Responsibilities: - Conduct data ingestion, validation, and analysis to evaluate the effectiveness and impact of ISTO programs. - Develop reports, dashboards, and data visualizations to communicate key findings and trends to stakeholders. - Analyze program data for trends and anomalies to inform proactive adjustments, focusing on continuous program and process improvements through technology enhancements, automation, system updates, and responses to new legislation. - Coordinate and oversee information exchanges with external vendors and governmental partners, utilizing secure transfer methods (SFTP/FST) to support and enhance ISTO business practices. - Support specific Unclaimed Property initiatives including Money Match and the Direct Mail program. - Support ISTO’s data integrity and security policies by ensuring compliance with data management best practices. - Performs other duties as required or assigned which are reasonably related to the duties enumerated above Specific Skills: - Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. - Proficiency in data analysis tools such as Excel, SQL, Python, or R. - Familiarity with data visualization software, such as Tableau, Power BI, Looker, or similar tools. - Experience in database management, data cleaning, and data validation. - Strong analytical skills with the ability to translate data into actionable insights. - Excellent written and verbal communication skills, with the ability to present complex data findings clearly. - Detail-oriented with strong organizational and time-management skills. - Familiarity with public sector programs, especially in financial or community services, is a plus. - Familiarity with GIT, GitHub (or similar), and CI/CD best practices is a plus. - Familiarity with cloud-based environments like Microsoft Azure or Amazon AWS is a plus. - Must possess a strong understanding of business process/operations and ability to maintain strong relationships with all levels of staff including Management, Compliance, Legal, and Executive Leadership. Education and Work Experience: Bachelor’s degree in computer science, data science, mathematics, public administration, or related field desired; three (3) or more years of experience in data analysis, program evaluation, or a related role, OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to carry out the duties of the position.
