Position Summary
APV is seeking a Junior HR Specialist — Voluntary Leave Transfer Program (VLTP) to provide full-performance level support to DHS OCHCO and component HR offices on the administration of the Voluntary Leave Transfer Program, the Voluntary Leave Bank Program, and the Emergency Leave Transfer Program.
The Jr. HR Specialist independently processes recipient applications, donor contributions, eligibility determinations, recipient roster management, and inter-agency leave transfers.
This role applies 5 USC 6331-6340, 5 CFR Part 630 Subparts I and J, OPM guidance, and DHS policy with limited supervision. The Jr. HR Specialist drafts donor solicitations and recipient communications, coordinates closely with timekeepers, supervisors, and the T&A team, and escalates complex or precedent-setting issues to senior personnel.
Duties:
Recipient Application Processing & Eligibility Determinations
• Processing OPM Form 630 (Application to Become a Leave Recipient) submissions, including completeness verification, supporting medical documentation review, and family member relationship verification under 5 CFR 630.903.
• Apply the medical emergency standard under 5 USC 6331 and 5 CFR 630.902 to eligibility determinations, including duration, severity, and substantial absence requirements.
• Verify recipient leave exhaustion requirements before approval, including coordination with the T&A team to confirm annual and sick leave balances.
• Process recipient applications for the Voluntary Leave Bank Program under 5 USC 6361-6373 and 5 CFR Part 630 Subpart J where applicable.
· Maintain accurate and audit-ready application files in eOPF, SharePoint, and DHS-approved document management environments.
Donor Processing & Donation Administration
· Process incoming OPM Form 630-A (Request to Donate Annual Leave) and OPM Form 630-B (donations to the Emergency Leave Transfer Program) submissions.
· Verify donor eligibility, donation limits, and accrued leave balances in coordination with the T&A team.
· Process anonymous donations in accordance with 5 CFR 630.907 and protect donor identity throughout the case lifecycle.
· Coordinate inter-agency leave transfers, including donor agency confirmation, hour conversion to the recipient's hourly rate, and reconciliation.
· Process transfers from terminated leave bank programs and other approved donation sources.
Recipient Roster Management & Communications
· Maintain the active recipient roster, including current medical status, ongoing leave needs, and donation balances.
· Draft and distribute recipient solicitation announcements in accordance with 5 CFR 630.906, ensuring recipient consent and appropriate scope of disclosure.
· Coordinate periodic status updates from recipients and supervisors to confirm continued eligibility under 5 CFR 630.905.
· Process recipient status terminations when the medical emergency ends or eligibility is no longer met under 5 CFR 630.911.
· Restore unused donated leave to donors in accordance with 5 CFR 630.911 and 5 CFR 630.912.
Coordination, Communication & Customer Service
· Coordinate closely with timekeepers, supervisors, the T&A team, and component HR partners on donation posting, leave hour tracking, and recipient pay continuity.
· Coordinate VLTP cases that intersect with FMLA, reasonable accommodation, OWCP, and disability retirement matters under senior guidance.
· Respond to employee, supervisor, donor, and recipient inquiries on program eligibility, application requirements, and case status with clear, plain-language guidance.
· Document customer interactions, follow-up actions, and case notes accurately and consistently.
· Handle Emergency Leave Transfer Program (ELTP) activations under senior direction during major disaster declarations.
Process Improvement, Reporting & Knowledge Management
· Identify recurring program issues and recommend SOP updates, job aid improvements, and supervisor and timekeeper training enhancements.
· Build and maintain operational reports on application volume, processing timeliness, donation balances, and recipient status.
· Contribute to SharePoint knowledge repositories, intake forms, status trackers, and standard templates.
· Support quality control activities, including peer reviews and case file audits.
· Maintain current knowledge of VLTP, VLBP, ELTP, and DHS-specific guidance.
Education:
· Bachelor's degree in Human Resources, Public Administration, Business Administration, or related field. Equivalent federal HR or leave program experience may substitute based on contract terms.
Required Qualifications:
• Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
• Up to 3 years of federal HR, employee relations, or leave program experience, including hands-on case support.
• Working knowledge of 5 USC 6331-6340 (VLTP); 5 USC 6361-6373 (VLBP); 5 CFR Part 630 Subparts I and J; OPM VLTP guidance; and federal leave categories generally.
• Hands-on experience administering VLTP, VLBP, or comparable federal leave donation programs.
• Working knowledge of WebTA, NFC, EmpowHR, and federal T&A operations.
• Strong written and verbal communication skills, including the ability to draft compassionate, accurate, plain-language communications to employees experiencing medical emergencies.
• Demonstrated ability to manage a steady caseload with limited supervision in a fully remote environment.
Preferred Qualifications:
• Prior experience supporting DHS or DHS component HR or ER offices.
• Experience administering FMLA cases, OWCP coordination, or reasonable accommodation cases that intersect with VLTP.
• SHRM-CP, IPMA-CP, or active progress toward federal HR certification.
• Microsoft 365 and SharePoint Online experience supporting case tracking and knowledge management.
• Experience supporting Emergency Leave Transfer Program (ELTP) activations during major disasters.
