Job Description

## Job Description The New York County District Attorney's Office (DANY) has an opening for a HR Manager in its Human Resources Department. Reporting to the Director of Human Resources, the HR Manager will aid with the management of the various areas within HR and the implementation of HR services, programs, and initiatives for the Office. The HR Manager will provide subject matter expert support and guidance to staff in HR and participate in cross training activities and knowledge transfer sessions. Responsibilities include but are not limited to: - Oversee onboarding and recruitment unit functions, providing support and guidance as needed. - Provide managerial oversight, guidance, and support to HR staff in processing employee transactions including promotions, salary adjustments, internal transfers, and civil service actions ensuring all items are completed accurately with the required approvals and documentation. - Participate in knowledge-sharing initiatives and training sessions for Human Resources, Payroll, and Timekeeping staff. - Collaborate with the HR Management Team to streamline payroll and timekeeping processes and provide unit coverage as needed. - Conduct compensation reviews and assist with maintaining pay structures and related documentation. - Support labor relations functions, including participating in and managing disciplinary processes. Serve as a subject matter expert on employee grievances, disciplinary procedures, and collective bargaining agreements. - Serve as the chief liaison with external partners, oversight agencies, external partner agencies, and various unions, ensuring effective communication, coordination, and resolution of HR-related matters. - Liaise with internal departments, assigning staff to troubleshoot incoming inquiries and issues. Coordinate with bureau leadership and/or designated staff to ensure timely resolution of HR matters. - Contribute to policy analysis and support the implementation of citywide and agency-specific personnel policies. Interpret City rules, policies, and Personnel Services Bulletins to ensure compliance and provide guidance to staff on relevant regulations. - Review, approve, and monitor routine HR reports to ensure accuracy, data integrity, and effective tracking. Assist with developing new reports and improving reporting processes as needed. - Provide departmental coverage and operational support, stepping in where needed to ensure continuity of service. - Manage special projects and provide comprehensive support to senior management. - Support a wide range of operational and administrative functions across the organization, demonstrating flexibility and leadership as needed. In additional to the Minimum Qualification Requirements, all candidates must possess the following: - A baccalaureate degree and/or a combination of experience and education. - At least 8 years’ experience of relevant work experience; including areas in City HR, Payroll and Timekeeping. - At least 5 years of supervisory experience. - Experience working in a unionized environment. - Working knowledge of City HR systems such as NYCAPS/eHire, CHRMS, PMS, and other HRIS systems and reporting functionality. - Knowledge of NYC Policies (PSBs), Civil Service, HR policies and procedures. - Experience reviewing and interpreting the Citywide agreement, time and leave regulations, specific union contracts. - Proficiency in Microsoft suite, including Visio, Outlook, Word, Excel, PowerPoint, etc. Preferred Qualifications: - Professional HR certification(s). - Knowledge of NYC title classification process, compensation and labor relations is preferred. - Ability to muti-task, with a high level of EQ, integrity, and discretion. - Capable of working with all levels of staff. - Excellent writing, organizational, presentational skills, time management, interpersonal, and problem-solving skills. - Candidates in the Administrative Staff Analyst CS title or reachable on the active certification (or equivalent title). In addition, must meet the minimum and additional qualifications of the position. - Authorization to work in the United States is required for this position. EXECUTIVE DIRECTOR (PERSONNEL) - 94606 ## Qualifications 1. A master's degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or, 2. A baccalaureate degree from an accredited college or university and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above. 3.
