## Overview

## Description
PRISM is a joint powers authority (JPA) that provides risk management and insurance solutions for public entities throughout California. Our organization is member driven meaning that our public entity members have numerous opportunities available to participate in the governance of our JPA.

The Power BI Developer is responsible for designing, building, and maintaining interactive dashboards and paginated reports that deliver actionable insights to PRISM staff, member agencies, partners, brokers, and vendors. Working directly with business stakeholders, the Developer translates report specifications and business requirements into polished, production-ready Power BI solutions. This role operates with a high degree of autonomy — receiving a specification and driving the full development cycle with minimal supervision — while maintaining the accuracy, consistency, and professional quality expected of PRISM’s reporting products.
## Requirements
Education & Experience
- Bachelor’s degree in Information Systems, Business Analytics, Computer Science, or a related field — or equivalent work experience.
- 2–4 years of hands-on experience building Power BI reports and dashboards in a professional environment.
- Demonstrated experience delivering paginated reports using Power BI Report Builder or SQL Server Reporting Services (SSRS).
Technical Skills
- Proficient in Power BI Desktop: data modeling, report canvas design, slicers, bookmarks, drill-through, and row-level security.
- Working knowledge of DAX: calculated columns, measures, time intelligence functions (TOTALYTD, SAMEPERIODLASTYEAR), CALCULATE, and FILTER context.
- Ability to read and write basic SQL to understand source data and validate results; experience with SQL Server or comparable RDBMS a plus.
- Familiarity with Power BI Service: workspace management, app publishing, scheduled refresh, and sharing/permission models.
- Experience with paginated report design: parameter-driven outputs, tablix controls, sub-reports, and export formats (PDF, Excel).
Soft Skills & Work Style
- Comfortable working face-to-face with non-technical business stakeholders — able to ask the right questions, set expectations, and present work clearly.
- Self-directed: able to receive a report specification and execute the full development cycle (model - build - test - publish) without step-by-step supervision.
- Detail-oriented with a quality-first mindset; treats data accuracy as non-negotiable.
- Communicates proactively about blockers, timeline risks, and scope questions rather than going silent.
- Collaborative team player who follows shared standards and contributes to a culture of continuous improvement.
Preferred
- Experience in insurance, risk management, or public sector/government analytics environments.
- Familiarity with Microsoft Fabric, Lakehouse architecture, or OneLake.
- Exposure to Azure DevOps or Git-based version control for report/dataset deployments.
- PL-300 (Microsoft Power BI Data Analyst) certification, or active pursuit of same.
For approximately the first three months following hire, selected candidates will report to our Folsom office daily for training. After successful completion of training, selected candidates will have the option to work full time in our Folsom office, or remotely from a home location within a commutable distance from our Folsom, CA office, or a hybrid of both options. Candidates must be able and willing to report in person to our Folsom location when required, which is generally every quarter, but could change based on business needs.
Physical Requirements
Physical requirements of this position typically include: reaching, grasping, talking, hearing, seeing, repetitive motions, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move. Some travel may be required.
