Summary:
APV is seeking a Project Manager to lead day-to-day execution of HR service support to the Department of Homeland Security (DHS). The Project Manager owns deliverables, performance, and customer satisfaction across the contract lifecycle — directing a multi-disciplinary HR team, enforcing PWS quality standards, and serving as the primary point of contact to the Contracting Officer's Representative (COR). The role is accountable for measurable outcomes: on-time deliverables, surge readiness, and continuous improvement in HR service delivery.
## Duties:
• Manage scope, schedule, and cost across all PWS task areas; track CDRLs and ensure on-time, defect-free deliverables.
• Supervise HR specialists across employee relations, benefits, staffing, classification, and HRIT support; assign tasks, resolve escalations, and develop staff capability.
• Operate the QA/QC program; produce monthly status reports tied to PWS service-level standards, including continuity during furlough and contingency scenarios.
• Serve as primary interface to the COR, DHS leadership, and component HR offices; run recurring touchpoints and translate government priorities into team execution.
• Identify, document, and mitigate risks; communicate impacts and corrective actions clearly and early; maintain the program risk and issue logs.
• Forecast staffing needs against projected workload; maintain bench strength to meet surge events and continuity-of-operations requirements.
• Ensure adherence to OPM regulations, DHS HR policy, federal records management, and contract security requirements.
Education:
• Bachelor's degree (Master's preferred) in Human Resources, Business, Public Administration, or related field.
Required Qualifications
• 7-10 years of progressive project management experience, including 3-5 years on federal HR services contracts.
• Demonstrated experience managing PWS-driven contracts with CDRL deliverables.
• Proven success leading geographically distributed teams of 10 or more HR practitioners.
• Strong written communication; able to produce executive-grade reports, memoranda, and briefings.
## Preferred Qualifications
• Prior experience supporting DHS or DHS component HR offices.
• Active Project Management Professional (PMP) certification.
• Working knowledge of federal HR systems: USA Staffing, NFC, MyPerformance, webTA, and FPPS.
• Familiarity with HR shared services delivery models and case management platforms.
• Experience drafting Douglas Factors analyses, performance documentation, or other formal personnel actions.
