HPA RHTP Data Methodology Lead Analyst (RA4) Limited Duration** The primary purpose of this position is to serve as the subject matter expert and data lead for the Rural Health Transformation Project (RHTP). This position leads the administration, management, and monitoring of qualitative and quantitative data to support project goals and CMS reporting requirements. The RHTP Data Lead develops systems to ensure reliable access to data, collaborates across the Health Policy & Analytics Division (HPA) and other OHA divisions to identify and collect data, and provides guidance on data collection strategies, including surveys, interviews, focus groups, and administrative data. This position develops and implements monitoring strategies, oversees data quality and validation, fulfills internal and external data requests, and supports the development of reports, metrics, data visualizations, and actionable insights. Two of the three years must have included coordinating complex research projects. The ideal candidate will possess the following knowledge, skills, and experience: - **Demonstrated expertise in** health care policy and program evaluation, including the design and implementation of qualitative, quantitative, and mixed-method evaluation methodologies. - **Extensive experience using** healthcare data to develop performance metrics, monitor outcomes, and produce dashboards, scorecards, and other data-driven reporting tools. - **Advanced proficiency in** data visualization and business intelligence tools, such as Power BI, Tableau, SharePoint BI, or comparable platforms, to communicate actionable insights to diverse audiences. - **Demonstrated ability in** collecting, analyzing, and interpreting complex data, including Race, Ethnicity, Language, and Disability (REALD) and other equity-related data, to support equitable policy and program decision-making. - **Proven experience in** leading complex projects with multiple priorities, managing timelines, deliverables, contracts, and responding effectively to evolving business needs and time-sensitive data requests. - **Collaboration skills** demonstrated through successful partnerships with cross-functional teams, independent evaluators, external partners, and executive leadership to achieve shared program goals. - **Exceptional ability in** written and verbal communication, including synthesizing complex information into clear reports, presentations, data visualizations, and recommendations for technical and non-technical audiences. - **High level of skill in** working independently with minimal supervision while exercising sound judgment, maintaining exceptional organizational skills, attention to detail, and producing high-quality professional work products. **Preference May Be Given To Candidates With** - A Master’s degree in Public Health, Public Administration, or a closely related field demonstrating the knowledge and skills required for this position. - Experience working with healthcare administrative claims data, particularly Medicaid data. - Experience in Oregon state government or other public sector organizations. - Extensive knowledge of computer concepts, applications and capabilities including systems design, programming languages such as SQL, and statistical or quantitative analysis software packages such as R or SAS. - Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Publisher. **Application Guidance** Your candidate profile and application are your opportunity to showcase your skills and interest in this role.
